Another thing to note is that EA lost the license to publish LOTR games. And thus there wont be able to re-release any games they have made in the past that use the IP.
Also they can just ask companies to put games on steam (go a lot more in depth than that but you get the gist)
And the games are owned by EA, and thus are the only ones that can re publish them. Valve can't do a thing. Also, EA can't do a thing wih the games because they can no longer get a license to use the LOTR IP.
WB does not own the LOTR IP, they are licensed to use it under some contractual deal.
