Why would someone that deals with business related computers know anything about Steam? Sounds like a corruption issue. Pretty dumb you can not fix it. Start by testing and then formatting your hard drive and re-installing windows. It might be a good idea to test your RAM first. After all that re-install Steam and you are good.
Because I need help with this issue? Why would I not go to someone who works with computers while I do not, especially if it's someone who I know and trust and it is free.
And also yes I have no idea how to do any of those things, I guess that means I'm dumb.
My antivirus doesn't appear to give a ♥♥♥♥ though.
Trying everything within my power, but nothing seems to work.
atm, reformatting is out of the question as I have a new SSD coming next week and slated to do it then. I don't want to have to do it twice in one week.
Starting to get beyond pissed off.

I found a workaround (for myself anyway), that I was able to replicate several times.
When the dialog box pops up, let it run through once, when it pops up for the second time, cancel out when it says EXTRACTING FILES. This allows my steam client to open and work normally.
This does not install the update, and you'll probably be bugged about new client update, (I dunno how to turn that off). But it got me back to being able to game.
Obviously this isn't even close to being a fix, but as I said, reformatting next week anyway, I can live with it until then.
I did trawl through logs and debug files btw, and they were about as useful as an ashtray on a motorbike.
The exact same thing is happening to me and I've tried all the fixes. What the heck is going on here? This is really starting to annoy me...
Exit steam.
Go to your steam folder and delete the folder "package".
All I can say that was lost at the moment where me favourite servers. All games, saves etc are still here. Do this at your own risk and BACKUP you "package" folder.
After I did this, steam downloaded an update, installed it and I was ready to go and the loop was gone.
I install Steam on my E:\ drive since I have a small SSD for my C:\ drive (120G).
Following the refresh and subsequent Windows updates and 8.1 upgrade, I attempted to install Steam over the existing copy on my E:\ drive (E:\Steam). This kept hanging at the point where immediately after creating the Start menu Steam.lnk link file. It would eventually finish after 15 or 20 minutes.
After which, I attempted to start Steam. It would hang and during startup.
The solution...
Rename my E:\Steam to E:\Steam.orig directory, install Steam again to E:\Steam . Once complete, allow it to start, once running exit steam completely (right click the task bar icon), cut and past the contents of E:/Steam.orig/Steamapps/* to E:\Steam\Steamapps
Now start Steam and it should launch properly and show all of your installed games ready to go.

yup, this works. but its kinda annoying to do the plug-unplug whenever you open steam -.-
what do you mean by fixed? fixed by doing the plug-unplug method or it just suddenly got fixed?
