Steam is stuck in Updating Steam and Extracting Package
I had to restart steam to download an update and it's stuck popping up those two windows over and over again. This isn't the first time that it's done this and I had to delete everything in Steam to get it to work, let me tell you this is a ♥♥♥♥♥ when you live in an area where you have a cap on your internet.

Is there anything I can do? I've done ♥♥♥♥ to my firewalls and router and that hasn't changed a thing. Why does this keep happening?

See if refreshing your Steam files makes any difference.

It didn't work, and I even uninstalled Steam and it is still not working. I'm sure you can understand how frustrated I am at the moment.

I just close the window when I keep getting the update message over and over. Download once is enough. Steam is having issues so that could be the problem?

Even if I go into my Steam program files and open up the Steam.exe it still goes into the updating window before opening steam and it continues this non-stop updating process.

This is what my updating window looks like, it just switches between installing update and extracting package.

Huh, okay, just as I was typing this there are now 2 of windows up doing the exact same thing.

If the suggested fixes don't work for you then you should do as the message indicates and contact Steam Support.

When i started my steam this morning, i have the same issue as Aqua Hitler.. it want to update, but the issue for me is that my Antivirus is alarming for Trojans from steam!

And im stuck here, it is not possible to update/install if i dont turn of my antivirus, and as you might understand, i dont wanna do :)

I have the exact same problem, "extracting package" and "installing update" rotates constantly and cant connect to account. Never had any problems before this last update.
I dont even know how i managed to connect after half a day of trying and failing, and now it asks me to restart because of the update which will trigger another endless cycle of previously mentioned issues.
Any possible fixes? Because this has gone to the point where Im afraid to turn off my steam because who knows when ill be able to connect again...And logically i cant have pc and steam running 24/7...

I've had a few people who work in IT have a look at my computer and none of them can understand why it's doing this. At this point in time I have to either completely reinstall Steam every single day to use it or I have to buy an entirely new PC because I have ~no clue~ what inside my computer is causing this.

As you can guess both those options are completely unviable. I can't believe how much trouble I am having just trying to play games I have installed on my hard drive.
