Also, you must start any game while online that you wish to play while offline.

I don't think you understand. I had no internet which means I could not of possible done this:
Please follow the instructions below to configure Offline Mode on your PC:
Start Steam online - make sure the Remember my password box on the login window is checked
Verify that all game files are completely updated - you can see the update status for a game under the Library section (when the game shows as 100% - Ready it is ready to be played in Offline Mode)
Launch the game you would like to play offline to verify that there are no further updates to download - shut down the game and return to Steam once you have confirmed that the game can be played
Go to Steam > Settings to ensure the Don't save account credentials on this computer option is not selected
From the main Steam window, go to the Steam menu and select Go Offline
Click Restart in Offline Mode to restart Steam in Offline Mode
Seriously what is the point of being online, then going offline to play a game meanwhile you have interent connection in the background?
If you wake up one morning and don't have internet you are screwed because obviously you cannot to the steps mentioned above. Gee I guess we are all suppose to know exactly when our internet is going to go out, set up offline mode and then never shut our computer down for the remainder of our internet outage. Like I said it's a joke.
Also you don't NEED to do that to go into offline mode, just trying to load Steam will start the "No connection detected. Do you wish to start in offline mode" and it will put you into offline mode!
If you temporarily disable the adapter, you should be able to go right to offline mode. Of course, it has been quite a while since I needed offline mode and I haven't verified this lately but i don't see why it would have changed.
if i buy movies on my ps3 i dont need internet or offline mode to watch the movies.

test this:
Stay in online mode.
Turn your computer off.
Unplug your ethernet cable.
Turn your pc back on.
Go into offline mode.
Now try the games.
Did you start up the games at least once after installing before you switched to offline mode? If you install a game and then attempt to play it offline, it won't work.
