Lets start by trying this,
Try lowering some video settings in-game and turn off multicore rendering. Under video settings > advance (you can lower a lot of settings in there)
Sure: (this is off the top of my head but I'm 99% sure these are the correct specs)
Intel Quad Core i7-3770k CPU @ 3.40 GHz
16 Gb of DDR4 ram
64 Bit Windows OS
AMD Radeon HD 7800 Series (Not sure of Ghz)
Kingston 250GB SSD
All my drivers have been updated to the latest update provided from the manufacturer.
Thats all I can remember from the last time I put new parts into it.
Highly unlikely its the physical specs of the pc, I got a comment simmilar on other steam forums and its nothing to do with my specs.
I think I have found a solution, I just reinstalled steam before commenting and I think it may of done it. But I'd like to see if that affects it.
Solution was easy. Just uninstalled and re install steam :D
