My download restarted??
I'm downloading DayZ and it was at 43% when I logged off and turned off my computer.

Now today logging back on it was at 0% and is completely doing the download over?

What is this??

I told you the session resets no data is deleted and it continue.

check this folder if you are still not clear on it.

I suggest that when you're downloading to just leave your PC on, until it finishes. As for your problem, it's likely that stuff is there, but the download bar isn't showing it. And that when the bar nears the end/half way point/whatever, it'll just finish (I don't spend much time in the download page of Steam to give it much thought really.)

It's also possible that the downloaded stuff is lost. No real way of telling since every game is different (I recall games in the past that had to redownload themselves, completely, just for a 1 meg update. But that was over a year back. Steam has done a lot of changes in the last few months of how the downloads work.).

Those temp folders that Steam added, somewhat recently, are a mystery to me. Only thing I know is that if you wish to manually copy files into Steamapps/common after starting a download, you must stop the download and uninstall the game first, or Steam doesn't bother checking if the game's files are already in Steamapps/common directory.

Personally, I just leave my PC on 24/7 and it's stays logged into steam all during that time. Been doing that for the whole life of my PC (4 years?) and the PC is fine. Only times I power off is when I don't plan to use the PC for more than a week.

The logic behind it is thermal expansion. Simply put, the cooling down and heating up of electronics wears them out faster. And I don't consider reboots a factor to this, mainly due to the system not having enough time to get to room temperature.

steam always reset the download session and not delete the downloaded data.

so if you get to 50% in one session of a 10GB game and restart the pc the next 100% that you download is only 5GB
