Big black squares and missing text
So, Ive been having a lot of trouble today with my windows 8.1 machine. It kept giving me this screen that said "Your pc ran into some trouble and needs to restart", when i tried booting it up. Once it stopped doing that, it kept giving this screen that talked about how the AMD Catalyst control center (I'm using a HD radeon 6670 btw) has stopped working (and it was for really weird stuff like trying to open up web browsers).
Oh, but that's not why im here. I'm here because every time i try to open up steam, im greeted by a black square in the middle of my screen, which then turns into steam, but a really messed up version of steam. Every thing in the top menu bar is messing except for the little open letter icon, but when i move my mouse over it, it multiples all over the screen. When i move my mouse of the location of some of the missing icons/ text such as the library text, im greeted by even more black squares and no text inside of them. Everything in the bottom toolbar is missing as well, except for my profile picture. Its really weird and I'm hoping im not the only one who has had this problem since it would really suck to have this crazy steam on my machine forever and no fix. I posted the first part just in case that would help anyone help me. Thanks!

Turns out netframework is already enabled in my computer, im going to try and reboot my OS and hopeful that will fix the problem.

you are going to reinstall , a reboot is what you do when you restart windows.
It turn's out all i needed to do was to install steam a second time, and that fixed it right away. I'm still probably going to have to reinstall my os though, unforchanantly.
