Slow download - disk busy
Ok, I'm not totally computer illiterate, but I am unable to pinpoint the problem:

Sometimes Steam just starts to behave stupidly - it is unable to download patches because the disk is busy. Download is reaching 1.9 Mb/s for example only for a few megs then it pauses due to disk usage. And I agree with steam - the disk is tasked to capacity - if I check it in the Resource monitor I see that PID 4 - System is writing on it with about 33 megs/s. However when I check the individual threads - Steam itself is writing all that data.

For example currently I'm trying to download Blackguards patch - it's 300 megs, I'm downloading it since 10 mins right now - all data I received was 260 megs. In this 10 mins however Steam wrote about 20 gigs of data in that folder! This is abnormal.

Moreover I see on the other side with different PID that Steam is reading all that data. It seems that it reads all the data then writes it back for some reason. I don't even know to cry or laugh at this...

The behaviour of downloads hasn't changed at all. It's literally just an indicator light: it's telling you why the download isn't progressing.

Steam has some local disk writing to do, and it's doing it. That's why the light is on, and why the blue bar is still filling up.

This would help if anyone with the problem had little space left on their HDD/SSD. I've been getting the problem lately, and I have 500G left left on my main HDD and 80G on another. The installation is going to the one with most space, and I've never had any trouble with this in the past. It seems this is a reoccurring problem for many users atm. It's extremely frustrating.

I need to update Path of Exile to be able to play, and the patch is just a new skin for the micro transaction shop, it's 50MG. I'm getting 2.5MB downloaded and then it stops, claiming my disc is busy even though hardly anything runs in the background. Not only that, nothing else is transferring or downloading, this should have been done in 10 seconds.

This seems like issues I would get on Origin, not on Steam.
It's likely that steam changed the way patches work, probably in an effort to conserve/optimize HDD space. For whatever reason, our PC's need to process the data and install it, before Steam Client downloads a new packet of info.

It's also probably why they added that disk light to begin with.... to keep you from questioning whether or not Steam Client has stalled.

it's not to conserve HDD space, but rather to conserve throughput on the network. It sucks but it does not seem to be a bug. I am watching my disk utilization at ~80 MBytes/sec while the download blips along. It's stupid if you ask me. They should download all of these small files and then patch like normal people do. At least it will save people from wondering what is wrong with their disk or ISP.
Hey, im having a really similar problem. and i havent been able to figure out anything.
im like 97% into an update and now whenever i resume the update its just constantly writing to disk for this update.
I'm able to update other games. i just dont know whats going on here.
