Steam randomly opens big picture mode when i hit enter.

So ever since the new year i have been having this really really annoying issue that keeps opening up steam big picture mode. It's honestly getting so bad that i am starting to become seriously upset with it. I have no idea what is causing it but i can confirm that the issue is not cause by my keyboard or anykind of stuck alt key. Please allow me to elaborate.

So randomly when im talking to people on steam's chat system i will hit the enter key to send my message. BUT instead of sending the message it will now open big picture mode. So im forced to sit though that loading only to immediately close it and be forced to hit the "send" button in chat to actually get my message across. but that's not the only issue im forced to deal with. When the bug kicks in i now cant use the ESC, TAB, or backspace keys. Both esc and tab are now bound to alt tab and backspace just refuses to work. For the longest time i thought that it was just my keyboards alt key getting stuck and that's why when i hit enter that it was opening up big picture. Well i recently went out and bought a brand new keyboard only to find out that the issue is still here and is still happening randomly.

Please for the love of god fix this ♥♥♥♥. IT's driving me insane. Its even affecting the games i play on steam. For example, if im playing CS:GO and hit the esc key to close the buy menu im now suddenly alt tabbing out of the game. IF i try to tab back over to CS:GO and hit the enter key suddenly im staring at the big picture mode loading. So after closing out of that and tabbing back into CS:GO im now 2 mins late and the round is pretty much over. I then have to deal with my teammates getting mad at me for going afk during a competitive game. Like its ♥♥♥♥♥♥♥♥ that i even have to deal with big picture mode at all. You forced us to have it and that's fine, because we don't have to use it. But now its harming my time when i play other games. Like please fix this error its so so gay to deal with i cant believe this is an issue.

Notes:
1.Only happens when i currently dont have a game open. If im in a steam game enter and backspace keys work just fine. Tab and esc will still alt tab me though.
2. It happens randomly. I can be 10 rounds into a CS:GO match and suddenly now im alt tabbing when im trying to close the buy menu. It also will go away randomly(though that is very rare)
3. It affects only steam games Or games that i have linked to steam. Such as Diablo 3.
4.I use my push to talk key as left alt for things such as mumble or ventrilo. Not sure if this is important but i am mentioning it.
5. No i'm not accidentally hitting alt and enter keys at the same time. Easy to tell since when the error just happened to me today i made sure that my hands were now where near the alt key and noticed that hitting enter still forces big picture mode open.
6.It will happen anywhere i currently am. as long as i am currently viewing a steam thing. Such as the store or my personal game library.
7.The error doesn't happen when i'm not doing anything steam related. Such as playing other games (Blizzard, ubisoft, ect.) or surfing the web on google chrome.
8.I reported this bug earlier ( about 4 weeks ago) and the "solution" they gave me basically stopped the issue for about 24 hours. it was at that time i was certain it was my keyboard. But as i just found out even with a new keyboard the issue is still alive and well. Also note that it took about 24hours for the issue to happen on the new keyboard.
9. restarting steam does not fix the issue. I have stated in the past on support tickets and forum posts that this solved it but it no longer does.
10. I am able to type just fine everywhere else such as the steam forums or discussions. The error only appears when im looking at the steam app (store, library) or i am typing to someone through the chat system.
11. Im seriously getting really ♥♥♥♥♥♥♥ pissed off that i now have to be afraid of hitting any key on my keyboard out of fear that i will suddenly be assaulted with big picture mode. Yes this is both a pleading cry for help and a rant ticket.

Also i know you will want to see what it was they told me to do so here is the copy/paste of what they told me to do before to try and fix this issue(i had to wait almost 3 weeks for this response). I asked if there was a way to disable or uninstall big picture mode

We apologize for the delay.

The Big Picture button is part of the default Steam client skin and cannot be removed.

Please try the following:

Click the Start Button, then "Run" (or hold the Windows key and press R).

Type the following and press OK:

regedit

Browse to the following path:

HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers

Locate and delete any entry for Steam.exe (Most likely C:\Program Files\Steam\Steam.exe)

Then, browse to the following location and remove any Steam.exe entry there:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers

Then, restart your computer and test the issue.
