Are you trying to make your purchase through the Steam client or a web browser? If you've tried only one, try the other.

Nope. We're just regular users here. We don't have access to the Steam Store and purchasing methods. We can suggest workarounds though.

Three workarounds:

1) Try a different credit card or payment method.
2) Try using a different Steam account and gifting yourself the game.
3) Try adding funds to your Steam Wallet then using your Steam Wallet to buy the game.

Often it happens due to a late payment on the card or a flagged card.
ive tryed both ways but still dont work

One other thing that sometimes corrects this problem (client only) is exiting Steam and browsing to your Steam folder and deleting everything except for your SteamApps folder and Steam.exe file - the deleted files will redownload as an update next time you launch Steam. Failing (or skipping) that suggestion, try what [dirrty]gsharp suggested. If none of these suggestions work or they are not possible, you should probably contact Steam Support. You can contact them here. You will need to create a separate Steam Support account in order to submit a ticket.

GO to best buy... they sell gift cards for steam, and that will always work because they already got paid.

CVS also sells Steam Wallet cards. Some CVS stores are open 24x7 too.

"both" ways? I gave you three ideas. Which one did you not try?

I think that was in response to my suggestion for him to purchasing through both the client and a web browser.

Ah. I'll delete my question then. Thank you. :)
thanks for the help
