Steam wallet taking 2 months, is this normal?

Hi Guys, i am really really confused, i have purchased a credit card from my bank, to buy dollars on steam to purchase key items in completing my sets. However i made the 5$ purchase about two weeks ago and for some reason when i scroll over the item i want to buy "for example cowl of the blood stained sands", it says that my money will only be valid from the 25Th of Febuary 2014. This is a huge inconvenience now as the new battle booster for the new Tolkens has just come out and i would really like to use the money i have loaded before a 2 month gap... can anyone help =D

Yep. I've added funds to my Steam Wallet 4 times I think, and every time it's happened in the blink of an eye.

He's not talking about the funds being added to the wallet, he's talking about being able to purchase items on the Market.

His funds were added, but that he won't be able to buy anything until Feb. 25th.

Should be noted that these Wallet Fund restrictions are only when used on the Community Market, you can still use those funds to purchase things directly from Steam.
