@Teutep I've just tried few moments ago and I can't. It's fully updated.
if it is a steamworks game there will nevver be a need for cd keys.
it depends if you can install the game without steam.
Might take a few days for it to update it functionally, haven't personally tried if I can launch Fallout 3 since Jan 3rd, 2014. (When the GFWL -support was dropped.)

While waiting for the finishing touches regarding the GFWL removal.
Yeah, it's still listed, but it's being removed.
Fortunately.
Now here hoping for the Steamworks -features, like Warner Bros did with Batman -titles, adding achievements to Arkham Asylum for example.
It still asks me for the CD key but if I just close GFWL then the game proceeds.
