Is it legal to purchase russian keys and activate them in steam?
Can anyone tell me if is it legal to activate russian keys from Spain and if it are EU keys? I read something about using a VPN to activate russian keys, but I suppose that isn't legal, right?

Buying and activating keys that are regionlocked like most russian keys can get your account banned. I know they are temptingly cheap, but stay away. There are enough cheap legal alternatives for buying keys. Saving 5 Euro and getting your account banned for that is just not worth it.

Stay far, far away from those types of activities if you value your Steam account.

ok, thanks for the fast reply you all. But that's so unfair, why the russians can get Naruto 3 Full burst for 14€ and in Steam is 40€? ♥♥♥♥♥♥♥♥♥.

Saving 5 euro?
Good joke - I just checked 3 games that I am interested in and Russians are paying 70-75% less which on 'normal' games (no early access or indie crap) is MUCH, MUCH more than 5 euro.

Yet you can get the same deals from legitimate sources that aren't region restricted.
