Steam - Fatal Error: Failed to load steam.dll

Alright this is going to be a long post but PLEASE help me if you can!

So earlier today I was going to play contagion, whenever I started the game I would get an error about steam not being running and the a error that had skidrow on it. ( I did purchase the game). So after trying to start the game a few times and getting the same error I decided to uninstall Steam. Now after a few minutes of uninstalling all my games and then uninstalling steam, I decided to go re download Steam and then preceded to install Steam again. After waiting around one minute for the update to download, it then of course began to install, but right after it said it was going to install it would close. I then again opened Steam from the desktop shortcut created form the Installation and I noticed the download size of the update went from being 106,000+ kb to 6,000+ kb, then this is where the error came into place. After it would download the 6,000+ kb update it would give me the error Steam - Fatal Error: Failed to load steam.dll. This is very frustrating, and I would love to get this solved ASAP! If one of you guys could help me That would be greatly appreciated! :D

Have you tried uninstalling and reinstalling steam?

Oh my god, this exactly happened to me! Everything you just said happened to me! I tried everything. I can't get it to work!

Updating to windows 8.1 will also solve your issue's!! (i have windows 8.1 pro)

If it is possible i recommend upgrading to windows 8.1, will most likely fix all your issues, But save this issue as a last option. Try downloading and installing a old version old steam Though!
