if there is a mismatch to what you activated/purchased and what steam has added to your account you will have to contact steam support.

In the upper right hand corner of your client or browser, click on the bit that says "xxx's account" for the drop down and then select "Account Details". Under Licenses and Subscriptions, it should say "Fallout New Vegas Ultimate Edition". If it just says "Fallout New Vegas", you've been supplied something incorrectly.
As such, you'd likely have to contact where you bought it in order to get the appropriate item. There is, however, a chance that you can contact Bethesda -- http://support.bethsoft.com/ -- explain to them the situation about the incorrect product being activated by the key (provide your receipt, photo of the box, etc.) and they might be able to fix it faster than going through where you bought it.
Did you also purchase a retail copy from play.com?
I contacted bethesda and they sent me to another website that sells the game, as apparently there are different sellers that sell different boxes, and they gave me a new code.
Did you buy it from steam? If you did then you're fine, but if you bought it from an online seller like amazon, Bethesda will tell you to contact the actual seller, Bethesda can do nothing. But you'll get a new code for the ultimate edition for sure, all you have to do is take a picture of the box with the code inside and the disc.
You're basically screwed then. Steam can't help you because teh code as far as they're concerned is valid and does what it's supposed to do.
Good lukc with that 'reputable ebay seller' which usually means 'they're already gone'
