Stuck at "Preparing files" when trying to install games

Recently, I've been unable to install new games. Whenever I try it says "Prreparing [name of game] files for install..." and the progress bar won't move. I've tried reinstalling Steam and I've forwarded all the ports on my firewall and my router, and I've told my firewall to allow all connections coming in and out of Steam, but I still can't install games.

I used to be able to install games, and I haven't changed anything since then.

Re-installing would probably correct any problems this would fix, but give it a try anyways:

Also try setting a different download region within your Steam settings.

I've got plenty of memory, and the game I'm trying to install is only 8 megabytes.

I'll try the flushconfig thing and see if it works.
