Help! Steam registry path is currently not writeable + These files can't be opened

When I try to play a game, it says "The Steam registry path is currently not writeable which can cause issues with some Steam features and running games. Steam needs to repair this problem and then restart." And when I click repair, I get a windows security pop-up saying
"These files can't be opened
Your internet security settings prevented one or more files from being opened."
I should note that I repaired drive errors earlier. I also performed a Network reset, but it does not fix it.
