Cannot download games from the LINUX client

Please note that this issue is for the LINUX client.

All downloads are constantly suspended. If I try to play a game, in order to force download it, an error occurs. The message is "An error occurred while updating ...". Possible issues are:

No internet connection detected even if it can show ads and other features that requires the internet.
Steam client stuck in an update loop since every time I launch steam, there is an update, and once in steam it ask me to restart again because guess what ... there is an another update. I updated more than a dozen of times so far.

Things I have done so far:

1.Cleared the cache
2.Disabled add blocking in my hosts file
3.Connect to the internet using a wired connection
4.Reset my internet router.
5.Change the download region
6.Reboot the computer


Things I did not try:

1.Repairing the library folder. The reason why is because the linux client does not offer that option.
2.Enable TCP connection from the command line.
3.Reinstall steam. I assume this would destroy all games downloaded, So I first need to make a backup using steam's archival system. Then delete everything and reinstall.
4.Windows specific stuff like: Running anti-virus, disabling firewalls, updating network drivers, running as administrator, etc.
5.Delete the package folder, since I could not find any package folder.

Does anybody have any solution for fixing or finding the problem?

How come I can see "Steam for mac" and "Steam for mobile", but not "Steam for Linux" in the Steam discussions->Steam forums list?

because steam forum list is old and outdate , you need to click main forum then you see a diffrent list of forum. ( see forum tree list at right side )

its actual all the experience user that is the problem, they got use to how bad layout is, and aient that the problem here, we know where it is, next gen ppl dont get the logic in where things is.
