Yes you can gift to other people from another region. As long as the gift is no larger than 10% price gap between the two different currencies.

Yes you can gift someone Steam wallet funds, can only use external payment method to pay for the gift funds. You have to use credit card, bank transfer, or etc. You see your payment options when you get to checkout. Must be friends with the person longer than 3 days.

2. buy myself a game

Yes. Can only be used to buy a gift from store, or buy things for yourself. Steam wallet can not be transfer to another account Steam wallet. If someone want to gift Steam funds, they need to use external payment methods only, if in same county, can just go to local retail, and buy them a steam card and give them code.
