I mean those aren't ARPGs that the OP is looking for. I'm assuming since you've done diablo poe and grimdawn you've already partaken in the torchlight games? There's also the warhammer arpg but i personally didn't like it very much, Chaosbane or something like that.
It looks like an FPS, but it's got a strong RPG core in it, the weapon stats system makes the difference between struggling on easy and downing the boss on hard first run in 40 seconds. There's also side-quests, main quests, player skills & the usual ARPG stuff.
Borderlands series may tickle your fancy as well.

No first or third person games,
no turn-based games
that mean iso metric view left in realtime, GL with such games there are seen as old and outdate
he look for game like Fallout 1 or 2 with no pause. or something like that,
i cant come up with anything, or dont recall them.
Shadow Warrior 2 ive been meaning to try, but not what im looking for here.
Borderlands 3 is ok but too repetitive.
Also both are FPS games. Not what i want here.
Feel free to inspect my games , but i bet you will have to research alot, you sure you want to stick with RPG that the problem here, you might want to play adventure games like day of tentacle, or something way off RPG.

The Freedom Force games can be a bit tricky to run in the Steam version, I would recommend checking them out on GoG
Unfortunately, you eliminate great options like the original Deus Ex, Sleeping Dogs and the Shadowrun series. Although, you should try finding a copy of Shadowrun for the SNES; great game totally fits.

Star Flight series and Star Control 2 - More Rpgs than space sims
Circuit’s Edge - Old but great if you can find a copy floating around. Can’t remember if this was turn-based.
Worlds of Ultima: Martian Dreams - Free on GOG
Planetscape Torment: Turn based but it’s weirdness makes it worth it.
Arcanum: Of Steamworks & Magick Obscure - it has a real-time combat mode and it’s a weird tech/Magic blend.
Freedom Force
I’d also recommend the Wasteland Series. It’s turn-based but it’s Fallout’s grandaddy.
You should look into Ultima 7. It’s “fantasy” but it’s world is kinda a unique blend, it’s huge and generally awesome. You don’t need to play the previous games to understand the weirdness.

Who remember Shadowrun SNES 90" ?
I hear the Genesis Shadowrun game is amazing though. Never got a chance to play that one.
