do note Japan is seen as high density area, but its still your isp problem aslong you dont have own problem into own ISP.
this is a classic case
you ( speed test ) seem to rule out that part
ISP ( this is congested area into steam ) still isp issue or partner still your isp problem.
or steam issue ( get isp help to ruleout its them and steam that cant keep up )
contact steam support.
this is a roughly explantion and rarely a combination of them. and i bet this is still isp issue and congested area into steam.
use mouse at graf and date/time zone note diffrent dates
Download servers can get congested, so test various ones is a good idea.
80 mb/s omg, that's insane! i am from the same country, and the highest speed i had was 10 mb/s, the lowest ~ 4-5 mb/s.. but 80 mb/s.. this is insane.. you could download gta v in ~ 15 min

I tried other regions but sadly the more I go far the more speed I lose and so my problem is the same at the end. I also tried other servers in Japan and it is the same speed.
I know right! I was very suprised when I tried the connection for the first time and the best thing is that my landlord is paying for it! But sadly I cannot use as much as I want because of my current issue with Steam, but for the rest its perfect.
and use speedtest to ruleout into ISP issue. and you get what you paid for.
problem is still from ISP and its partner into steam , and that is still your ISP issue.
whats the point in have 1GB network if isp only have 10mb into steam DL server . this is not even about speed anymore now we talk about reduce line to 10 they cant deliver anyway, im sure ISP will not have people reduce line, so do contact own ISP, complain in a nice tone.
who said your Region is not in trouble alread . Asia is a high density populations , and network speed will take time to solve. i bet you notice that in the graf. almost double the US or EU,
but again not you problem. but im sure covid19 and congested area could be part of the problem , only ISP can solve this.
is this your line or is ""my landlord is paying for it! "" use the line sametime can explan alot of the throttle you notice, it might not be a steam issue but 2 on the line.
just because people are not online will not stop pc from autoupdate or things like that.
simple test , with landlord accept, remove all other cable and connection and get a more clean test, do not do this without ask first, you dont want to get into trouble with owner of the line.
As I said, I always check my own connection end when I am having troubles with Steam, and if my connection is bad at that time, then yes its my own issue, but if its actually perfecly fine, then how can the problem be on my end?
