how to buy new cd key

hello i have grand theft auto V (online)on steam but the cd key already used in my social club account my social club account will b deleted so i buy new cd key. How Buy my new cd key Please tell me

You buy it on the Social Club. You could also refrain from deleting your current account.

I am delete Grand Theft Auto permanently but purchase my self option is not available

You can not remove the game in a way that you can repurchase it and get a new license and key. That is not possible.
You will either have to restore your Rockstar account if possible, or buy a new copy of the game on either a new Rockstar account, or Steam account and then link it to a new Rockstar account.

You can't. The "permanent removal" of a game from your Steam account is not just not permanent, it's not even a removal. It merely hides the game and you can always restore it via Help -> Steam Support -> <the game> -> "It's not in my library". You can as such also not purchase it again: only restore your already purchased copy.

Rockstar give account in 24 dollar and steam give 10.17 dollar I am prefer to buy game on steam

I'd myself advise to ask Rockstar support. Certainly I don't know how permanent their account-deletion is and as such what options remain for you to have your Steam GTA5 work again. If they basically also only hide it'd seem you'd be able only to buy again on Rockstar.

Unfortunately, Rockstar support is very, very bad.
