To be honest i think you are pretty screwed unless you manage to get a hold of your old friend and they contact Bethesda to remove the connection to your Steam account.
Bethesda already told you they wont do it without your friend, Steam cant do it and will tell you to talk to Bethesda.
So your only options are to continue using the linked Bethesda account when playing Fallout 76 or rebuying Fallout 76 on a new Steam account and link that one to your Bethesda account.
I dont see many more option here.
