Desktop Layout not remapping joypad buttons

So I'm not sure if this is an issue with my settings or a steam update that killed this.

But up until at least earlier this year when One Piece Odyssey came out, I had a desktop input configuration that would rebind LB and RB to be start, and X and B to be each other. I did this for one game in particular (Sonic Adventure DX 2004 PC Disc Release) and it worked great.

Until One Piece Odyssey came out and I would click out of the game to do something else, then continue playing out of focus. I quickly learned that having desktop in focus would change the controls that OPO was reading and so I would disable desktop input, and then re-enable when I would close OPO or go back to playing the non-steam game.

But recently, Desktop Layout will not work with gamepad remapping. (everything else works, just not gamepad remapping)

I have a Razer Wolverine Ultimate
I have tried entering and exiting steam beta
I have tried disabling and re-enabling desktop layout
Disabling and re-enabling "Enable Steam Input for Xbox controllers"
Uninstalling and reinstalling "Xbox Extended Feature Support Driver"
(Game rumble is enabled)

Nothing else is enabled.

Steam Input does rebind gamepad buttons for individual games though.

How can I fix this and get desktop remapping working again?

Sorry not a help, but reporting similar. A buddy was having some issues so I wanted to test settings on my pc. I had Desktop Layout set so all buttons were blank, but it was an actual setting. I saw in the menu an Option to disable Steam Input for Desktop Layout. Said yes. And now I cant find anyway to Enable Steam Input for Desktop Layout to access that menu anymore.
