You're really blaming the wrong party here, this was a Visa issue. And you're compounding it with your actions, which will cause Valve to respond in kind, in which case you will continue to blame Valve.
Valve didn't give the money back to Visa, Visa took it incorrectly and Valve's systems can only respond to that improper removal by restricting the license. And Valve may not be able to tell from their end who initiated the chargeback, so again they're blameless in this situation. Your issue is with Visa. And I wouldn't expect Epic to act differently if Visa accidentally revokes charges for Epic games, neither should you.
The restriction may be lifted, but the card used would be permanently banned from the platform.
Dependent their volume of support, you'll just have to be patient regardless.
If you don't resolve the issue, no. Valve will not be inclined to accept a form of payment that has been used to defraud them, accidentally or otherwise.
Well my last post was pretty clear, so I'm not sure what you mean? It won't cause the card to burst into flames. But otherwise the card is the form of payment. So as far as Steam goes the affect will depend on the resolution.
How did you contacted visa?

You're not being refunded, your bank stole (improperly took) the money from Valve and gave it to you. Valve didn't authorize a refund. So Valve may not be too pleased with that outcome.
If you do not see that undone, and just let your bank do whatever, you deal with the consequences your bank isn't going to care about what happens with your Steam account.
Your account will be restricted for however long, the payment method may be permanently banned, and you won't end up with a license for a game you didn't pay for (Valve doesn't have the money). Which is why you need to work with Valve and the bank to undo the error, not just for your benefit, but Valve's too.
