Steam Remote Play Without Monitor on Host PC
I'm trying to set up my main PC to basically act as a server in my closet that streams content and games and stuff to other PCs in the house. I had Steam Remote Play working perfectly both using wired and wireless connection when it was connected to my TV. Now that I have it sitting in the closet with no monitor attached, games just start minimized and I can't open them.

Has anyone gotten this kind of configuration working?

Try connect via Remote Desktop to the host, then try open games via remote play. Should work fine.
Try using a "dummy plug" to trick the computer into thinking a monitor is plugged in.

Also, to disconnect a remote desktop connection without locking the remote computer, you can try running:
tscon %sessionname% /dest:console

I used to use this all the time when I had a similar setup to yours.

I think that dummy plug idea is definitely the way to go. Unfortunately, that command does not work on newer versions of Windows 10 so I'll need to use VNC or something or find a different solution for RDP locking on disconnect.
Did you ever find a solution to this? I'm in the same situation
Interested on this too. I wanted to host my pc to other devices in the house, without the host showing the game running on the screen, and possibly also allow using the host for parallel activities
