A longer explanation:
Not sure if this is what is happening to you, but this is MAYBE a Steam Client issue:
I noticed a certain Steam client behavior (on Windows and on Linux), when switching between the Steam Client and clicking on something else on the desktop.
It would take me 2-3 clicks before the Steam client responds. I could click and get an immediate response when clicking inside my Library folder, but anything that needed 'Internet' to update (community features, Store page, etc) would take a longer while and more than one click. Like I had to 'awaken' the client.
Here is what I think is happening: Steam keeps no 'permanent connection' to their servers.
Anytime you leave Steam open longer than for a minute, it 'disconnects' your session from their busy servers. You can see this behavior when you hover your mouse pointer over certain tabs.
The mouse pointer would not trigger the menu text to 'highlight'.
Anytime you then click again, it THEN would accept the mouse click and then it takes a while for Steam to restore the session.

About the controllers ... are you sure your PC (Windows?) is not using some 'power saving' options? In certain Windows 'power saving plans', it would 'turn off' USB connections or Bluetooth.
Start > Control Settings > System and Security > Power Options >
Just go to the folder, delete everything but the common folder and the Steam.exe itself, then start Steam from right there... it will correct anything needed.

in what you have or use, still your problem, and i might not even have all discovered this is self learned over time, and sense steam always change or add more.

You do NOT want to uninstall Steam unless you also accept that it will remove all your games downloads as well.
Buuuuuut, when I simply restarted... It was solved... Heh... Well, I don't really know what's making this to happen, but I'll keep looking and post here if I find out something.
