The OP here wants to stop Steam on start up and the way to do this is to disable Steam in the Startup Apps screen in System settings. Simple. Making the user go on a wild goose chase is just disrespectful and pointless especially for just your personal validation.
Congratulations you got yourself noticed at least but hey ho, shame it was out of embarrassment only.
You're confusing task manager in general with the specific startup tab.
A mountain doesn't need to be made out of this molehill on what is one of the simplest and easiest settings to change.
