Bullseye appearing on my screen

This bullseye suddenly appeared earlier this week when I launch some of my games. How do I get rid of it?

It's likely your monitor. Many have a setting to overlay a crosshair.
if it was his monitor it would not show in that screenshot since its not the pc rendering it but the monitor rendering it

so with that being solved, it must be some software you have installed

That looks like Dolby Atmos for gaming Overlay, do you have that installed? Looks like the Sound Radar option, you can disable that in Software settings for said program.

That's a sonic radar, you'll probably be able to disable it in your audio driver settings.
