Send Message button not working

Whenever i attempt to send a message to an offline friend it never opens a window
example i click on send message on their profile and it does not open a chat box.
Does anyone have any idea what this is i dont want to reinstall steam and download my games again

in terms that i downloaded it yes i downloaded it from steam website

Opens for me, I'm in the Steam client beta (Aug 6th, 2015) on Windows 7 x64.

It uses this protocol

steam://friends/message/<ID64>

Do game shortcuts (.url) work for you, to test the protocol functionality?

I have a windows 10 i have recently got it and i dont know if thats the problem

Could be something related to it; but I wouldn't say black & white that's the issue in particular as there's plenty of people using W10 without issues.

Test the game shortcut later and see if that works, if possible.

I've heard of the protocol issues happen on W10 after all,

at the moment its ok that i use chat in-game and ill take a look at the protocalls its just annoying to have this one thing not working but everything else is

Im actually still having this problem in 2020. Strange. Even when I try to message online people or offline people, it just acts like the "send message" button isn't programmed to do anything.

Ive tried it on two different computers and had constant issues over the last year with it. Just now decided to finally go search out info on it cause its such a stupid issue. How hard is it to have a message button? Every app in the world has something like this. Its really not complicated functionality for a company that takes in millions of dollars every year.

Is it also too much to ask to fix a major functionality issue over 5+ years?
