Surely, this message would imply that it *is* region restricted?
Can you give us an example of the games you're trying to activate and the country you're in?

and they did reply but no help
Last time I saw people talking about this, it was an issue that needed to be taken up with the supplier, not Steam. I'm not saying that's necessarily the case here, but it can't hurt to ask them.
