Steam thinks I'm playing TF2 when I'm not playing anything. Help please.
So, basically it says I'm playing Team Fortress 2 when I'm not. With this issue, it means I can't play other games because it thinks i'm already playing one and it causes issues with closing Steam (I can close Steam through Task Manager though).
I have checked for any games in my Task Manager, but nothing is there. Please help me resolve this issue, thanks in advance! :D :(

Close either TF2.Exe or more likely HL2.exe.
As I said, I've already checked. And the bug was already happening when I first started up my pc. Meaning I never started any game up to start with.

Try this,
    1. Hold down the Windows and the R -buttons
    2. Type in msconfig
      • Click the Selective Startup -option.
        • Untick Load Startup Items

    3. Select the Services -tab; tick this:
      :correctamundo:
      Hide All Microsoft Services

      Press
        Disable All

    4. Apply & Close
    5. Restart PC
If it works, add the programs back in batches to narrow down the program(s) that cause(s) this issue.

That fixed it! Thank you!

Okay, but now some things on my computer don't work? How do I fix that? *sigh*
I didn't mean for you to stay in selective startup.

It's a troubleshooting method rather than a solution.

Right, so how do I fix it?

Disable Selective Startup.

I included this line from the start.
If it works, add the programs back in batches to narrow down the program(s) that cause(s) this issue.
I did that, restarted, then my program (hamachi) still doesn't work
It's possibly because it didn't get to attach to your network devices while the programs were disabled.

I'd keep it away from my computer if I were you, but.

See your services.msc and see if you can re-enable it from there; or re-install it.

Sorry for the hassle.
