Can't personally reproduce it on Windows 7.

Friend of mine on Windows 10 said they have a short time flicker; but it stabilized shortly after.

In the Steam client settings, there is an option for hardware acceleration.

Uncheck this and it should fix the video.

How is a setting for broadcasting video helping with video playback? Hint: It doesn't.

Correct, but I wasn't talking about the broadcasting options.

Steam > Interface > Enable hardware video decoding, if supported

Untick that.

I've had this problem for weeks but I just managed to fix it 5 minutes ago. My monitor refresh rate was set to 59hz instead of 60hz in the windows 10 display adapter properties. Changed it to 60hz and now it's fixed. Thank god for that. Was sick of always having to switch to a browser to watch game trailers.

Thank you for pointing me to the correct direction in order to fix this problem. i have a 144hz Asus monitor and it was set to 144 refresh rate as always. My screen resolution is 1600X900, i switched it to 1920X1080 -> Restarted Steam -> Switched back to 1600X900 - > Restarted Steam and it's work perfect. Thank you!!

Thanks for the hint Issus.
I fixed the problem by changing the refresh rate in the windows parameters, as you suggested.
Switched from 60hz to 59hz.
Videos are now playing full screen without any flickering.

Smart move :snaggletooth:
