I won't make you all click the link, I will paste it here, but credit where credit is due, thank you reddit user teqnique_757.
This process took me approximately 45 minutes and I will also add some of the issues I had during this process and my process was with an NVIDIA graphics card.
Perform a clean install of all drivers for your graphics card.
Prevent Automatic Driver Downloads
Prevent drivers from being automatically installed by following these steps.
1. Open the Control Panel by right-clicking the Start button and selecting Control Panel.
Navigate to System and Security > System > Advanced system settings.
2. Click the Hardware tab, click Device Installation Settings, and select the “No, let me choose what to do option."
3. Select “Never install driver software from Windows Update.”
4. Hit Save Changes.
Driver and Software Uninstall.
Follow these steps to ensure that you remove all software and drivers from your machine that are related to Nvidia.
1. Open your Programs and Features tab located in the Control Panel.
2. Uninstall any driver or software with the name starting Nvidia
3. Go into your Device Manager and expand display adapters.
4. Right click your Nvidia card and choose uninstall.
5. Kill all processes in your Task Manager that are named Nvidia.
6. Get to task manager (CTRL + SHIFT + ESC).
7. Click more details at the bottom.
8. Search the list for anything that has Nvidia in the name.
9. Right Click on the items and choose end task.
10. *From a different site* Browse your computer files to the C:/Windows folder and search for "NV" without quotes. All files that start with NV are drivers related to nvidia, DELETE those.
11. Once all of the task's are complete restart your computer and start from step 1 of the Driver Installation.
Driver Installation
1. Download Geforce Experience from the following link: http://www.geforce.com/geforce-experience
2a. Of my own choice I chose a custom install which allowed me to check a block below the specific install choices call a "clean intall" which deletes the old nvidia drivers on your machine just in case we missed some during our uninstall.
2. Install Geforce Experience and download your Nvidia Windows 10 driver using this application.
3. If prompted restart your machine. Once the machine has rebooted you should have access to the Nvidia Control Panel, all Geforce Experience options (except Shadowplay which is not supported on certain video cards.)
So after the fact, I had to go in and ensure that there was NO COMPATIBILITY selected, I thought for a moment that all my hard work was for nothing and noticed it had compatibility for Windows 7 selected from my previous attempts. After removing the compatibility and running as administrator, it started up on the first try.
I know this is a long post, but I spent about 6 to 8 hours prior to this trying to get Fallout NV, Fallout 3 and Skyrim working and I WISH that I had found this first, 45 minutes would have been better than 6-8 hours.
