Uninstalled Flash player. Checked for Video card driver updates & Windows (7 64-bit Pro) Updates (none available).
According to... https://www.youtube.com/html5 ... the (in-game) browser should work. But it doesn't.
And now I am getting a blank "Steam Update News" popup every time I exit a game.
Seems likely that YouTube or Steam have broken some codecs.
I can now play youtube videos, such as this link http://steamcommunity.com/sharedfiles/filedetails/?id=518670620, (by R-click + Copy Link Address) in CHROME or INTERNET EXPLORER browsers but NOT STEAM browser.
So, it looks like the problem is entirely with Steam.

You can test if your Steam browser is HTML5 compliant by following these steps.
1. Right-click this link and ' Copy Link Address' .. https://www.youtube.com/html5
2. Start any steam game.
3. Shift + Tab to bring up game overlay.
4. Click 'Browser' (down at bottom, middle of overlay)
5. Replace the address at the top of the browser with the link.
6. Note whether any of the codecs under "What does this browser support?" do not have a blue tick.
If they all have blue tick the problem is not the browser itself. If that is the case, I would uninstall all copies of Adobe Flash Player, restart Steam, and try viewing a YouTube video again.
Yeah, my tests over the last 2 days have shown that Adobe Flash has no effect whatsoever. The problem occured using Steam Beta with or without flash installed and, since the beta update, it doesn't occur any more with or without Flash installed. Sorry, I was trying to determine the possibility that it did.
So, those two factors can be eliminated.
Another common denominator between myself and at least one other who had this issue was that we were both running Windows 7 64-bit. Are you? Or another 64-bit operating system?
If you are, opting into the Steam Beta client may resolve the issue for you.
Otherwise, you may want to submit a bug report (even if you aren't using the beta client).
You will need to provide details of your operating system, steam version, and the issue you are experiencing.

Just tried the beta client and it's still a no-go.
Download the 'non ie' version and it will update steam's version of flash
Personally, I would check for driver and Windows updates and then submit a bug report if the problem persists.
*edit* As I posted above, Flash has nothing to do with it. Satoru doesn't even say which "non IE" version and obviously doesn't know that YouTube and Steam now use HTML5.
