my mouse scroller wigs out

when im using my mouse scroller the screen will jump from up and down and sometimes go to the bottom of the screen then back to the top and just wig out like that thats just when i scroll in one direction, i thought maybe its the mouse scroller, but i tried other mouses and they all do that, it sucks i cant just normally scroll down a little w/out it going up and down and everywhere, so does anyone know why that happens, again all mouses that ive tried do that
