In-Home Streaming will only do 720x480 and nothing higher on all games

My two systems are Host: i4930k 16 GB 2400 ram 3 x 970GTX Client: i4790S 16 GB 1600 ram 1 960 GTX. I've tried all the available Streaming settings for Host and Client, but can only get 720x480 streamed to the client PC. Also, the client is HTPC with TV for monitor. The resolution is 1920x1080 although it is resized to something like 1840x1026 to fit the TV screen. Could this resized desktop be the problem in not getting a higher resoluttion streamed?

Secondly, as stated by others, I cannot get verification email from Steam Support to allow me to enter a ticket.
