Here the steps.
CAUTION: This is NOT AN OFFICIAL SOLUTION, UNEXPECTED RESULT WILL OCCUR
1. Shutdown Steam if you running it.
2. Open "steamapps" folder (Depends on your OS)
3. Find a app manifest file (*.acf) of the soundtrack. App manifest files can open with notepad.
In a app manifest file, a key "AppState.name" represents a game/DLC name. With this clue, you can locate where the soundtrack's app manifest is.
4. Delete the app manifest file (*.acf) you located.
5. The soundtrack is treated as not installed. You can reinstall it.
6. I also removed "steamapps/music/YOUR_SOUNDTRACK_FOLDER". However, maybe this is not a important step.
I hope this helps your problem.
(Update) Add a step of shutting down steam on top of steps.
The user also wasn't active in Discussions for over a year.
I wrote a reply because this post can be reached by googling "steam reinstalling soundtrack issue" and to help who googled it.
This process still works today. Had issues with the Hotline Miami soundtrack importing incorrectly into iTunes. Had already moved the folder location and by deleting the ACF file, it recognized I could re-download the album.

I just had removed a OST deleting files and then I was no able to redownload them! This saved me!
Right-click the soundtrack in Steam Library > Properties > Local Files > Verify Integrity of soundtrack files
If they are DLC, right-click game in Steam Library > Properties > DLC. Un-tick (wait till it shows job is done (name of game no longer blue)??? not sure if necessary...) then re-tick the soundtrack. If the download doesn't start right away, go to the Download Manager and check if it needs to be started. I think you're also able to start the download from the game's page in the Library - I think it'll show Update button, rather than Play.

PSA I had multiple .ACF files so I opened all of them and looked for the one that had the name of the game the Soundtrack is for and matched the ID's that way.
