CS: GO stuck on "installing"

Earlier it was stuck at 5.1gb/5.2gb, and the blue network thing was showing only in very brief popups. I restarted my computer, and it finished downloading. Now it says installing, and I don't see the blue network thing again. The green disc thing is just a straight line and everything reports that nothing is being downloaded (0kbs).

I don't think the problem is with my internet. (I have two other computers both playing CS: GO in my house right now.) I tried clicking play and also verifying the integrity of it, and both said it was at 100%, but it still seems to be "Installing". Also, it's at 5.2/5.2 right now.

I also finished updating another game, and renamed the clientregistry, to no avail.

Panda antivirus is now disabled, and skype has been completely closed. Still stuck.

Well it just finished, starting first time set up.

run check. properties> local files> verify integerity of game cache.

I did that earlier and it didn't help (if you'd have read the whole thing youd know cough cough). Anyway, it's fixed. it just installed on its own.

u will have to delete the folder 730 in steamapps\downloading
then u will have to download again
