Distributing in-game assets is therefore illegal. For example: You can't rip out any component of a game and redistribute it around (specially claiming as your own) or use in your own game, etc.
However, distributing custom texture packs (newly created) is legal, by the original author(s). Selected games will allow this for personal use only (not profit) and is quite commonly done.
That's a user-created game mode for the sandbox physics game Garry's Mod.
It's a bit of both (custom texture pack + in-game assets). As it relies on CS:S textures - so legally need to of purchased that game to use those textures, but then it's fine to go and use. Garry's Mod use to require CS:S to play on, it was created back then and now just assumes you would still have both.
Check List:
1. You NEED to have Garry's Mod (GMod) installed on Steam.
2. You NEED Counter-Strike: Source installed.
3. In GMod, join a TTT server.
