Brotherly as that may be, it will not turn him into a full-fledged user. :DEALWITHIT:

I received my game(s) as a gift, will I gain access to all features?
No, games that have been received as a gift or via Steam Trading are not eligible.

Yup, just not send them.

It does not work like that. He can get your gift but in the end of the day he HAS to spend 5 dollars or more to have an unlimited account. This is to prevent scammers and phishers!

He even questioned it.
If he's your brother and you want to give him full account features, then you can use your credit card on his account or buy him a Steam Wallet card.

Note that if you give him a Steam Wallet card he could actually buy you game gifts in return with the Steam Wallet credit from that Wallet card.

i do not have a credit card as of this moment nor an extra wallet card (the two i got today i put on my account because a game i wanted was more than just $20 so i had to use both)

Not sure why you resurrected a five year old thread, but a limited account can receive game gifts.

A limited account can receive game gifts.

But the game gifts will not turn it into a non-limited account.
