Also if that doesn't work try verifying the integrity of the Game cache.
EDIT: When verifing files you can very briefly see it going '0 of 1 files verified' but the game has more than 1 file.
A: Change in account to participate in Steam beta client and change the download speed then restart Steam.
B: Pause the download, disconnect from the Internet and try to play it offline. Go back online after and click update or install.
C: Try deleting Steam without deleting your games by doing this:
1. Exit Steam
2. Go to Steam directory and
3. Delete everything in the Steam folder except for "SteamApp"s and "Steam.exe" and "Userdata (optional, it contains some save games)"
4. Double click Steam.exe and wait for it to update.
B: I can't play the game since I redownloaded it.
C: I'll try that tomorrow. It's late here.
Well then just in case try getting out of the beta.
And it's late here as well. :P
I can't redownload Steam. I realized that it's like 500 MB and I don't have the bandwith right now to do that.
P.S. Game just deleted itself. This is getting better and better.
EDIT: I don't know what happened but the installation worked this time ! Guess this is solved.
