Game won't finish updating

Game won't finish updating

One of my games (Terraria) will not finish updating. It gets stuck at 100%. I tried redownlading the entire thing but the same thing happened. Other games are downloading/updating fine.
EDIT: It has happened again. This time with The Long Dark. 6 or so games have updated correctly but this one has not.

I don't know how much it will help but try changing the region of downloads by going to Steam → Settings → Downloads and where it says "Download Region" select a different region from what you have at the moment → Click OK.

Also if that doesn't work try verifying the integrity of the Game cache.

Tried both. Didn't help.
EDIT: When verifing files you can very briefly see it going '0 of 1 files verified' but the game has more than 1 file.

OK try these other options:

A: Change in account to participate in Steam beta client and change the download speed then restart Steam.

B: Pause the download, disconnect from the Internet and try to play it offline. Go back online after and click update or install.

C: Try deleting Steam without deleting your games by doing this:

1. Exit Steam

2. Go to Steam directory and

3. Delete everything in the Steam folder except for "SteamApp"s and "Steam.exe" and "Userdata (optional, it contains some save games)"

4. Double click Steam.exe and wait for it to update.

A: I'm already on beta client actually. Forgot to mention.
B: I can't play the game since I redownloaded it.

Well then just in case try getting out of the beta.

I tried getting in and out of the client beta with no effect.
I can't redownload Steam. I realized that it's like 500 MB and I don't have the bandwith right now to do that.

Same thing is happening to me. I try pausing an update on skyrim mods...and it is just a flatline.But I can press play and the game comes up and starts fine. I managed to close it before it started downloading. It was off the list then once I hit another game to download, up pops skyrim and stopping all downloads. I goto exit, and steam spends half an hour sync to cloud untill I force stopped it.

Trying to fix this made me want to play Terraria when I didn't even think about it before :/
P.S. Game just deleted itself. This is getting better and better.

EDIT: I don't know what happened but the installation worked this time ! Guess this is solved.

It has happened again. This time with The Long Dark. When I force the update to start it will download data but will show 0 HDD usage and after a while it will stop and remove the update from the queue.
