You have to force the frame rate to 60.
This is done via multiple ways depending on your video card, I have a nvidia card so I used nvidia inspector. This pc gaming wiki link has a run down on the various programs capable of capping frame rate [pcgamingwiki.com] .
Force vsync and then ALSO force cap the frame rate at 60 (my understanding is that anything higher will cause engine problems).
Once in game turn the mouse smoothing (in the controls setting menu) all the way to full to correct any mouse lag.
Doing this will fix the fast loading screens as well as give you full mouse control. Cheers!

Yeah from Neoseeker and it is long dead so, again, what's your point?
My thread. Game help threads are never necro. They weren't in the old forums and aren't here. It never makes sense to put out multiple threads on the same issue. I don't care if someone with the same EXACT same issue posts on my thread as long as it's the same exact issue. We are both looking for a solution . As for you Nightenhelser go away and don't come back . You are unwelcome here. If the real Mods have an issue with my thread they will tell me.
Well the search continues it seems . Same PC, same hardware. Only difference is the OS's. Runs great on Win7. Runs like crap on Win10 so it is obviously some issue with Win10 and M$ wonders why some gamers don't want to switch to Win10.
Firstly this guy runs a blog where he takes old abandoned games and gets them to work:
https://collectionchamber.blogspot.com/2018/09/die-hard-nakatomi-plaza.html
I've downloaded the file and it appears safe, no flags from my antivirus and the comments seem positive.
It has it's own installer, sometimes they take a little bit but it does seem to work.
You can then navigate to the dxwind/DHN folder in your installed directory to find the game files and then apply the patch 1.04.
You can find the patch here:
https://www.myabandonware.com/game/die-hard-nakatomi-plaza-bhp.
(The creator mentions he didn't use the patch and didn't have any problems but you another commenter said he added it with no problems)
I did run into a problem where the game would run once then it would error "Couldn't set d3d emulation mode". I searched long and hard to solve this but most suggestions were to update drivers (not an issue). Anyway I seem to have fixed it by running the dxwnd.exe file as an administrator.
So far this method has held up, the cutscenes run fine, you can change the resolution.
You can also use the widescreen fix found here:
https://pcgamingwiki.com/wiki/Die_Hard:_Nakatomi_Plaza
The cfg file is in the same folder you applied the patch.
