Just take some screenshots of the time and the sale price, wait and later see how it went. If it takes longer and the sale price runs off and they charge you more money because of that you can make a support ticket and tell them about it and if they don't or can't do anything ask a refound of it. Btw try to be polite to them if you need to make a ticket.
Don't try it again because it can charge you again the price.
The second one:
"In Progress" (Or, "Pending" in English) means that the transaction is not complete, and it is still being processed by Steam and/or your Bank.
Just means you'll have to wait for the transaction to complete. It may be that there was a small hiccup or your bank is being slow on the weekend. It's not all that uncommon for transactions to not process completely on the weekend.
Give it a while and wait for it to comlete. There is a chance it might fail, but I wouldn't worry. If it does fail you will get your money back in a few days (depending on your bank).
Wait some time and if you can come back in 1h or 2h to check see if it went fine and if not and it appears as failed try to buy it again for your friend.

And the answer is 15 days. After turning off/on the Steam Guard you have a 15 day trade restriction.
