But you should go for a LGA1150 socket CPU, like i5 4690K or better.
8GB of RAM is fine, but depends on what else you want to do.
As a 2D artist I work with 4K since 2009, thats nothing that extra, but 3D 4K thats extremly demanding on system, especially in games or 4K video editing.
If you want play current games in 1080/1440p maxed. Your best bet is a i7 CPU, 16 GB RAM and GTX 970 or even better a 980.
Consider it in 1200/1500 US dollars.
From their cost I can build you two high-end machines and even invite you for a drink into the bar.
But thats not just with DELL. Pretty much every pre-built machine (and laptops in general) sucks, cause they will always try to skimp on something for sake of the profit. I always laugh how companies name all their prebuilds hyper-mega-ultra-super gaming build, with a office level graphics card, barely upgradeable motherboard and chinabrand 300W PSU.
Tell them your location, your budget and for what you want to build. They are a pretty skilled bunch. (although take advices from Rove with a grain salt, cause he is a AMD fanboy and always tries to force those powerhog 8 cores onto people)
