Blured profile pic

Hello and tnx for reading !
I hawe uploaded this pic im using on my profile long time ago .. Its blured for some reason I tried converting it to all able formats in paint .. still nothing ! I started from black/white pic in photoshop and made it look like this ! (so I can tell that its mine) This pic is 300x300 in png
format . + On all that I tried showing it to my friend by conpresing it to winrar but again when he opens that pic it still stays blured ! Tried even by screenshoting it still NOTHING ! (idk should this hawe some effect xd )
There are only few places where it works fine like on my origin acc : http://battlelog.battlefield.com/bf4/user/lkiller12l/
Or when u place cursor on my profile pic in some discussion comment !
I srsly hawe no ide wtf is this and I would like to get some help :3

The Steam profile picture size is 184x184. Try and save your image as a .PNG or a .BMP, if I'm not wrong. I had the same problem with my profile picture being blured and noticing it as a .JPG (facepalm). I converted the image to .PNG

Dude I already said it is in PNG format ! And I said I hawe tried all of the able formats in program "paint" (coz thats the easy way of changing format) Any other way that might work ??

Too much blur means bad downsize sampling. Especially if the difference in size is too big, wrong resampling choice can "oversmooth" a image. If you downsize, always chose bicubic/sharper.

You need either the original image and redo it again, or use the sharpening tool in Photoshop.

Also not sure why you would use winrar on pictures.

Ur saying that I need to edit the org pic again ? And my pic is not blured at all while im looking at it on pc ! (If u tought about that) U can go to my origin acc to look it up ! (or just by placing ur
mouse on the pic in any of my comments)
About winrar : I wanted to send the pic untouched to my friend so he can look it up ... Its just wierd that pic blures itself somewhere but somewhere it doesnt ! And tnx again for answer !

just make the picture smaller in editing program and take it down to 184x184 :|

Sharper/Smart Sharpen
Ammount: 100%
Radius: 3.0
Remove: Lens Blur

STEP 2
Blur/Surface Blur
Radius: 8
Treshold: 8

This will forcefully sharpen the image, then smooth back the overlays, but edges will stay sharp.

OH yeah this worked much better !! Now pic is like 75% of its org quality TNX soo much mate ! Finally someone who knows what hes doing :3
Edit : If u hawe some ideas how to make it look even better just say :3 And ye I hawe photoshop :p

I grabbed the 300x300px version from your Battlelog account and resampled it to 184x184px (which is what the first reply correctly told you to do). It's as clear as the original and if it loses any quality after uploading to Steam I'll be amazed.

No you didn't. You said you used Paint, which doesn't even have a resample function and doesn't have the same algorithms as Photoshop for retaining the sharpness. The image I have linked at imgur is sharper than the one in your profile, but eh ho. Glad to see you got this resolved, even though you didn't. Your avatar is more pixelated than it was before.

FFS read what I say I used paint for changing format only ! And later I used photoshop for more advanced functions !
