contact steam support keep it short just tell them the error , all that other stuff is not related.
make sure you are not using any proxy tools or change proxy settings.

did you get that link in your online ticket form?
there is no region selection creating the account , steam just detects the IP of the country you are in.
no restrictions for that.
your wallet currency just does not match the currency of the steam shop you try to buy from.
if your support ticket is this complicated and confusing make it simpler.

it is all about local taxes and laws.
So, my mom bought me an Steam Wallet Card of 20 dollars in Best Buy. I redeemed it and my funds were added, the problem started when I added some games to my cart and purchased it.
It started with ''The current payment method does not match the country of the store...'' I live in Puerto Rico!
Then after I refresh a hundred times and restart my computer it says "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
I waited and nothing contacted support and I think they wont respond within today or early tomorrow. I'm buying games from the Summer Sale and the sale ends soon, and if it ends and I don't have my games, I have to buy them in their original price (And that wont be good)
Please Please Please, can somebody help me?

Make sure to disable any VPN or Proxy programs and make sure the currency matches the correct currency where you live.

Yes, bought it in Puerto Rico, using it in Puerto Rico.

I would try making a new account then adding the wallet card to it. Then if that is successful purchase whatever you intended as a gift. You will have a wait period before it can be gifted to your main account since it is a new account.

No once the $20 has been redeemed to an account it will remain with that account until spent.

Hold on I think I misunderstood. At the top right by where it says your account name does it have a monetary value next to like $20.00 from the gift card.

Log into Steam on your browser and then click this link http://store.steampowered.com/search/?category1=996&cc=us&page=1 . It is a random page in the U.S. store. then try adding whatever you were attempting to buy and check out. If at any point is says you are visiting the U.S. store would you like to go to yours, select no.
