Steam achievements for non-Steam games?
Let's say I purchase The Witcher 3 from GoG. It's available on Steam and has achievements on Steam but if I were to buy it from somewhere other than Steam, would the achievements be attainable? Would the game link in such a way that the achievement system recognizes a non-Steam game?

It depends -- if you get a Steam key, then you will be able to get achievements.

But you wouldn't get a Steam Key unless you purchased it through Steam or like when buying a GPU bundle, right?

If it says that it will come with a Steam key, then yes. Achievements will be available because you have the game through Steam. If not, then no.
If your game doesn't show up here http://steamcommunity.com/id/khaosmedic/games?tab=all then you will not get achievements for it.

Non steam game by definition can't get achievements or utilize the official game hub workshop/screenshots/etc.

If a game comes with a Steam key, then it IS a Steam game. How else do you get a Steam key, if not from a Steam purchase (either first hand through steam, or second hand through a third party site like HumbleBundle)?

So the answer must be no then. Since I've never seen any game come with another/no DRM and a Steam key. That would be like getting two games for the price of one.

Just about every game on Humble Bundle gives you a DRM free copy and a Steam Key.

A lot of games are available on their own websites (Eg: Prison Architect, Elite: Dangerous) and they will give you a Steam key if you want to activate it there too.
