How many times can you level up a badge any clue

For most game badges, Lv5 for the regular, Lv1 for the foil. Non-game badges have special rules.

every game triggers its own item drops.

so yes prices for some are cheaper than others.
how many cards you need , how expensive is the game and how cheap it has been.
many factors.

With some of the games that go on sale you can pay them off by selling the cards you get in game:sniperbrain:

that bundle with revenge of the titans on steam for example.
but that ended a few hours ago.

many cheap indie bundles.
