Can i use both paysafecard and steam wallet to buy a game?

I have some money on my steam wallet and about 5,26€ on my paysafecard account.

When i tried to add the funds on paysafecard, I discovered that i can only pass to the steam wallet exactvalues (5€, 10€,...). Is there any way to pass my cents too?

If not when buying a game can I use steam wallet + paysafecard?

You can use your wallet and pay the rest which cannot be covered by your wallet with your PaySafeCard.

Does this mean there is a option to do that. Can i start the purchase w/ paysafecard first? (to get put my paysafecard account at 0)

I doubt you can use PSC as primary and wallet as secondary payment method.
